The genius Trick William Ruto used To ensure that Weston hotel will never be demolished

Why Weston might not be Demolished. 
William Ruto who is the owner of Weston hotel used the land tittle deed where the hotel stands as security to borrow kshs 1.2 b from Kenya Commercial Bank between 2014 and 2015 which he is yet to repay.
KCB which is in the possession of the weston land tittle deed bank moved to court to block the demolition of the hotel and subsequent repossession of the weston land by Kenya Civil Aviation Authority fearing loss of security to the shsl.2billion loan it advanced to William Ruto. 
The disputed land was reserved for the construction of the headquarters of the aviation body before it was grabbed by William Ruto who embarked on rapid construction of Weston hotel

The questions kenyans asks themselves are. 1. Why did Ruto take shs 1.2 billion loan from KCB using goverment land knowing the land tittle deed was forgery and illegal? 
2. Why is Ruto yet to repay the loan he owes KCB which is owned by the Kenyan tax payers 7 years after....is this not defaulting?
