George Kinoti ( George Maingi Kinoti) is the Kenyan Director of Criminal Investigations. Before his appointment, he was the previous National Police Spokesman based in the office of the Inspector General of Police.

The CID headquarters are located on Kiambu Road, Nairobi. He was appointed by President Uhuru Kenyatta on 5 January 2018 to replace Ndegwa Muhoro. He has 35 bullet wounds and a near-death experience to prove it.

Kinoti is a recognized detective who has battled highway robbers in Kisumu, Busia, Migori, Isebania among others before being redeployed to Nairobi as Personal Assistant to former Director of Criminal Investigations Joseph Kamau. Having worked as a PA to the Director of CID, Kinoti is expected to improve the welfare of officers. He came into the limelight when he led a team of elite detectives under the call sign Kanga Squad which ruthlessly dealt with criminals who had terrorized Nairobians.

In 2004, Kinoti led detectives in investigating and finally prosecuting the three guards implicated in the August 11th and 12th 2004 attack at Norfolk Apartments on author Ngugi Wa Thiongo and his wife Njeri. The Ngugi’s were robbed of a laptop, a wedding band, three gold rings and Sh 34,000 during the incident in which Njeri was also sexually abused. The three suspects namely Elias Sikuku Wanjala, Peter Mutati Wafula and Richard Kayago Maeti were convicted in 2006 and sentenced to death.

Kinoti will be remembered for writing his resignation letter in a huff and attaching a cheque to it after he was transferred from CID headquarters to Migori in what appeared to be retribution by former Commissioner of Police Mohammed Hussein Ali. However, Kinoti was recalled and redeployed to be in charge of the Complaints Section.

Kinoti after completing his primary with a good score in his certificate of Primary Education he joined Pope Pius X Seminary. At the seminary, he led his class in the O Level exam [Form 4 under the old system]. In his childhood, he wanted to be a priest. Kinoti rejected the school he was admitted to and chose one near the seminary, Kanyakine High School. The headmaster was astounded that young Kinoti had turned down the better school. Environment CS Keriako Tobiko, the former Director of Public Prosecutions, was a year ahead of him.

Kinoti excelled in his studies and within a short time was appointed school captain. He passed his A-Level exam and was admitted to Egerton University to study sociology. In those days, new students also underwent mandatory paramilitary training at the National Youth Service.

George was born in 1967 and grew up in the slums of Meru town. He never dreamed of chasing hard-core thugs in Kenya’s underworld. He is 52 years old as of 2019 but his exact date and month he was born are not yet confirmed.

Kinoti was bought up by a single mother, a very religious person. She used to teach him and the siblings that they should not worry about where their next meal would come from. His father abandoned the family long ago. Kinoti has six siblings and he met his father for the first time when he was age 30. He made peace.

Kinoti was not interested in university education. His heart was in the priesthood. He had made plans to leave for Italy to train as a Jesuit. The bishop asked the administrator [at the Jesuit Institute] to take me to the National Youth Service camp in Gilgil and hand me over to the commandant. That is how my dream of the priesthood ended.”

Kinoti’s experiences at Gilgil and university changed his outlook. He said his many encounters with the police and the many negative stories about policing inspired in him a desire to join the Police Service. Maybe he could make a difference.

Bishop Njiru was very supportive and wrote to Commissioner of Police Philip Kilonzo to introduce Kinoti. Throughout his university days and police training in Kiganjo, Kinoti remained attached to the Catholic Church in Meru. He stayed and worked at the diocesan headquarters during holidays until he graduated. He started life on his own.

The DCI says he is a very prayerful man. He does not hesitate to state what drives him. “Humanity and a sense of fairness. All of us are equal in the eyes of God. You cannot be superior to others simply because of position and money and whom you know,” he says.

Stop drama, Ruto tells Kinoti amid Kipyegon Kenei probe

Deputy President William Ruto has once again asked police to find and bring to book Sergeant Kipyegon Kenei’s killers.

Mr Ruto, whose office and staff are at the centre of the investigations, wants Kenya’s chief crime buster George Kinoti to stop the “drama” and bring out “the truth”.

“The truth must be found on why, how and who killed Sgt Kenei,” Dr Ruto tweeted on Friday morning.

“The family, ODP (Office of Deputy President) and Kenyans want the truth and justice and culprits held to account. The drama, distortions, convenient half-truths and smear campaigns in sponsored headlines amount to a criminal cover-up.”

Dr Ruto’s comments came hours after Mr Kinoti took to the media to give a blow-by-blow account of Mr Kenei’s last moments at the Harambee House Annex, the Deputy President’s office.

The details revolve around the secret meeting that former Sports Cabinet Secretary Rashid Echesa and his guests in the fake Sh40 billion arms deal held at Mr Ruto’s office.

The detectives also gave a timeline of events leading to the silencing of the man whose statement was key to the ongoing probe into the arms deal that sucked in Defence Cabinet Secretary Monica Juma.

KENEI’S ROLE

DCI Kinoti revealed the role that Kenei played in the deal, which investigators believe led to his murder as he had been preparing to record a statement with the DCI when he was executed.

When the scandal first made headlines, DP Ruto said Mr Echesa visited the Harambee House Annex for only 23 minutes.

However, CCTV footage recovered by the DCI tells a different story.

Mr Kinoti shared an 82-minute video of the visit that involves Mr Echesa and his co-accused meeting two foreigners at the DP’s office.

Kenei was spotted guiding into the VIP lift one of the suspects, who had posed as a Kenyan military general during negotiations with the foreign arms dealers.

He was on phone as they exited the lift on the second floor. He later handed the phone to Daniel Otieno Omondi, aka General Juma, suggesting the person on the other end of the line discussed a matter known to the two.

MOVEMENTS

Noteworthy is that the General used the backdoor to access DP Ruto’s office before using the VIP reception.

Moments later, Mr Echesa and the two foreigners are seen approaching the annex through the front gate and then the VIP reception before joining Kenei and the General on the second floor the building.

After the meeting, Mr Echesa and the two foreigners leave the second floor and proceed to the VIP reception and then get out of the building.

Kenei and the General leave the second floor and head to the VIP reception and then exit through the back door.

The General had his car parked on the backside of the annex (KU Parking).

DCI SUMMONSES

On February 18, Mr. Kinoti said all officers who were on duty at the ODP on February 13 were summoned to the DCI’s headquarters for interviews and statement recording on the events that took place there.

When they were asked to present themselves at the headquarters the following day, only Kenei and another officer said to have been bereaved did not show up.

When Kenei failed to report to work, his superiors neither tried to reach him nor visited his house.

Two days later, he was found dead inside the house in Imara Daima, with a gunshot wound to the head.
